In January, longtime Alameda County CIO and Registrar of Voters Tim Dupuis announced that he would be retiring from public service, punctuating a more than 26-year career with the regional government.
In mid-July, the county's Board of Supervisors voted to approve his permanent replacement, Solano County CIO and Registrar of Voters Tim Flanagan. Since Dupuis’ departure, the position has been held on an interim basis by CTO Ram Gurumurthy.
Flanagan will begin in the new position Sept. 13, according to the July 14 Board of Supervisors agenda packet. An automated email noted that Flanagan was no longer with Solano County.
Flanagan had been with the county since January 2019, and before that, spent nearly eight years with Marin County, first as an enterprise systems manager and then as assistant director of Information Services and Technology. He was also previously a manager of applications development with Ventura County.
All told, Flanagan’s IT career spans three decades and includes time in both the private and public sectors. While working in the industry, Flanagan spent time with EY, The Implementation Partners and JDA Software.
As for the Registrar of Voters portion of the job that Dupuis held for more than 13 years, it appears to have become a separate role altogether. According to the county’s website, the role is being held on an acting basis by longtime Deputy Registrar of Voters Cynthia Cornejo.
The job posting published and advertised in February has closed, but no announcements appear to have been made about a permanent appointment.
Attempts to reach Flanagan were unsuccessful as of press time Tuesday.

Back in July, the Alameda Board of Supervisors voted to approve the appointment of Solano County CIO and Registrar Tim Flanagan to permanently replace retired CIO Tim Dupuis.
