Dallas County Names New IT Director for Project Management Office

Massimo Scicali will exit his role as head of enterprise applications delivery for Dallas Area Rapid Transit after nine years with the public transit provider.

Dallas County has named Massimo Scicali as director of information technology for its Strategy, Engagement and Project Management Office.

Scicali will exit his role as head of enterprise applications delivery for Dallas Area Rapid Transit (DART) after nine years with the public transit provider.

Before DART, Scicali began his public-sector career with the city of Dallas as a senior IT manager, a role he held for a year and a half. Prior to joining the city, Scicali spent nearly 29 years in the private sector, a majority of which was with STMicroelectronics in various leadership roles.

“My time at DART has been truly transformative — leading enterprise modernization efforts, replacing legacy systems with integrated cloud platforms, advancing digital strategy and streamlining operations across the agency,” Scicali wrote in a LinkedIn post announcing his new role. “I’m proud of the work we accomplished and grateful to have partnered with so many talented professionals dedicated to public service and innovation.”

Scicali holds a bachelor’s degree in IT from ECAP Catania.
