DIR to Issue Cooperative Contracts for Cybersecurity Products, Services

The Texas Department of Information Resources (DIR) is preparing to issue a solicitation for cybersecurity products and services through its Cooperative Contracts Program.

According to a pre-solicitation notice published by the agency, the forthcoming request for offers (RFO) will cover a wide range of cybersecurity tools and support offerings. Suggested categories include data protection, endpoint and network security, threat detection, authentication, forensic response, training, and emerging technologies.

Although DIR is shifting its cybersecurity responsibilities to the newly launched Texas Cyber Command, customers can still purchase related products and services through the agency.

DIR expects to receive proposals from both resellers and manufacturers. Offerings may include software, integration, installation, configuration, training and ongoing support. Standalone hardware is not eligible unless bundled with software.

As with other cooperative contracts, awarded vendors will be eligible to sell to state agencies, local governments, K-12 and higher education institutions, and other qualified entities. Customers issue their own purchase orders directly and may negotiate individual service-level agreements. According to DIR, the program generated $3.4 billion in sales in the 2024 fiscal year across all categories.

The tentative schedule for COOP2025SOL-00004 is:
  • RFO publication on Dec. 1
  • Optional vendor conference at 1 p.m. Dec. 10
  • Questions due by 5 p.m. Dec. 19
  • Responses due by 2 p.m. Feb. 2, 2026
  • Evaluation and contract negotiations beginning in March
