The Texas Health and Human Services Commission (HHSC) has issued a pre-solicitation notice for custom-designed Electronic Benefit Transfer (EBT) services from a single vendor.

The requested EBT services will provide Supplemental Nutrition Assistance Program (SNAP), Temporary Assistance for Needy Families (TANF) and TANF-State Program (TANF-SP) benefits to eligible Texas citizens.

According to the notice, the chosen vendor will “support Access and Eligibility Services (AES) in developing, implementing and managing financial systems such as EBT, Electronic Funds Transfer (EFT), financial network services and transaction processing systems.”

More detailed information about pre-solicitation notice No. Pre-Pre-HHS0013138 can be found online. The pre-solicitation’s expiration date is Feb. 7. Lauren Contreras is listed as the point of contact.

The commission previously issued a pre-solicitation notice to migrate the state’s EBT system to the cloud for those in the Special Supplemental Nutrition Program for Women, Infants and Children (WIC), which expires on Jan. 10.
