Tracking the Spend: The Top 10 Buyers of the Fiscal Year

During the 2022-2023 fiscal year, the Texas Department of Transportation led the spending on IT goods among all departments.

The 10 departments in state government that spent the most on IT goods in fiscal year 2022-23 together made purchases totaling almost $4 billion. In all, the 10 departments spent $3,679,546,207 during the fiscal year, according to the comptroller’s “Payments to Payee” visualization. The state government’s fiscal year runs from Sept. 1 through Aug. 31.

Ranked by amount of spend rounded up, the 10 departments are:
  • Department of Transportation, $733 million
  • Health and Human Services, $581 million
  • Texas Military Department, $581 million
  • Department of Information Resources, $572 million
  • Department of State Health Services, $290 million
  • Governor-Fiscal, $241 million
  • Texas Workforce Commission, $238 million
  • Department of Family and Protective Services, $215 million
  • Texas Division of Emergency Management, $158 million
  • Attorney General, $134 million
