Transportation Department to Expand AI Initiatives in 2025

TxDOT CIO Anh Selissen has spoken extensively regarding her agency's positive approach to AI implementation, with the technology first being implemented in her agency to streamline manual processes.

The Texas Department of Transportation (TxDOT) plans to invest heavily in automation and artificial intelligence in 2025 after multiple successful implementations the year prior.

According to TxDOT’s 2024 IT Division Annual Report, which Chief Information Officer Anh Selissen unveiled last week, the agency successfully established an AI program designed to ensure new technologies comply with agency, state and federal policies.

Selissen has spoken extensively regarding her agency's positive approach to AI implementation, with the technology first being implemented in her agency to streamline manual processes.


Successful AI implementations for the agency last year include:
  • A 300-person trial of Microsoft’s Copilot that has improved employee efficiency and productivity
  • user access management system that has expedited onboarding and offboarding
  • A program that has reduced manual invoice processing time from three weeks to 27 seconds
  • An incident detection system that has sped up emergency response times and reduced secondary crashes by 29 percent
  • An Enterprise Data Platform with AI training capabilities
Other successful tech initiatives for the year include a custom-built letting management system, a statewide video-sharing system, crash analysis software and the modernization of TxDOT’s complaint system.

In 2025, the agency is prioritizing AI projects including:
  • Expanding incident detection technology implementations to additional districts
  • Developing an AI chatbot for employees
  • Further automation of invoice processing for multiple business areas
  • Expansion of Microsoft Copilot in TxDOT offices
  • Improving application development within the IT Division
Non-AI initiatives for the year include the implementation of an SD-WAN solution and piloting Starlink Internet for construction sites.
