CalSAWS Seeks Candidates for Chief Technology Officer

The California Statewide Automated Welfare System (CalSAWS) Project and Consortium, a joint-powers authority encompassing the welfare programs administered by all 58 counties in the state, is recruiting for a chief technology officer. The recruitment is being run through Regional Government Services (RGS), a joint-powers authority that works with cities, counties, special districts and other governmental entities throughout California.

CalSAWS is seeking a tech leader to “spearhead the technological development and implementation of systems that support the delivery of welfare services to millions of Californians,” the job posting says. CalSAWS, which recently named Julia Erdkamp as executive director, is seeking candidates who can “provide hands-on leadership, lead a team to drive innovation, and oversee the design, development, and maintenance of the technology infrastructure.”

Key responsibilities of the role include:
  • Culture of innovation: Foster a culture of continuous improvement, encouraging creative thinking and exploration of new technologies.
  • Security and reliability: Ensure the security, scalability, and reliability of our technology infrastructure, protecting sensitive data with robust measures.
  • Vendor management: Manage vendor relationships and contracts to ensure cost-effectiveness and quality.
  • Data-driven decisions: Oversee the implementation of data analytics and reporting capabilities for informed decision-making.
  • Budget oversight: Assess vendor cost estimates, support budget preparations, and manage scope within approved budgets.

The monthly salary range for the position, which is based in Roseville, is $162,780 to $233,731, and the application deadline is Aug. 12.

The California Department of Justice is seeking an IT project manager (IT Manager I) to oversee the most complex and sensitive IT project activities for the department’s Consolidated Firearms Project Section.

The Consolidated Firearms Project manager “will use industry-standard methodologies to perform process analysis and to achieve project objectives,” the job posting says. “The incumbent will provide leadership, motivation, coaching, remove roadblocks, and inspire the team to do their best work to effectively and efficiently meet the goals and mandates of the Consolidated Firearms Project.”

Desirable qualifications for the position include:
  • Direct experience leading IT projects, either in a project manager/director role or a key role on large projects.
  • Extensive knowledge of state IT policies, processes, practices and direction.
  • A strong understanding of project management methodologies and fundamentals, Project Approval Lifecycle, and experience in all aspects of project delivery including concept, initiation, planning, execution, closing, maintenance and operations.
  • Ability to exercise a high degree of initiative, independence of action and creativity, and good independent judgment.
  • Strong leadership skills and ability to develop and maintain professional, effective and cooperative working relationships.

The California Department of Technology (CDT) is seeking a senior enterprise architect (IT Specialist II) to provide “business-driven, result-oriented architectural services and deliverables, both externally to customers and internally to the department.”

“This position works cooperatively with the IT architect team, business representatives, specialists and subject matter experts,” the job posting says. Enterprise architecture (EA) services include applying business and IT strategy; leading innovation of new technologies and services, concept and business case development, portfolio rationalization, blueprint/roadmap planning, project prioritization, establishment of standards and governance, as well as design guidance and oversight.”

In addition, according to the posting and the duty statement, the architect “will also be responsible for making recommendations related to CDT services, platforms, software and connectivity” and “interpret, use and apply information contained within the IT Architecture program to inform a range of business improvement activities, particularly those involved in the design, development, enhancement, operation, and maintenance of IT business systems.”
