The California Department of Health Care Services (DHCS) is seeking a branch chief (IT Manager II) to “drive the establishment of project management processes, procedures, standards, and toolkits” in the Enterprise Portfolio and Project Management branch, according to the job posting.

The branch chief “optimizes resource efficiency, supports the enterprise and IT project portfolios, and aligns DHCS initiatives with department and program goals in support of DHCS’ strategic and tactical plans,” the posting says. “The ITM II is also responsible for successful enterprise use of various project planning and delivery methodologies, including Agile and Waterfall. The ITM II is responsible for the processes and procedures, standards, and toolkits associated with the department’s Project Risk & Issue Management Framework.”

Candidates should have “a solid background in project management leadership,” including managing complex projects and large teams and overseeing multiple projects simultaneously. The incumbent will have the ability “to set policy, strategic direction and best practices in the delivery of complex information technology projects.”

Other desirable qualifications include Project Management Professional (PMP) and Certified Scrum Master (CSM) certification, a willingness to develop and follow agile workload management practices, and experience using agile framework tools, including use of Jira to support status and other workload reporting.

The California Department of Technology (CDT) is seeking a statewide information security policy program manager to oversee the update to State Administrative Manual (SAM) and Statewide Information Management Manual (SIMM) policies to align with those of the National Institute of Standards and Technology (NIST).

The manager (IT Manager I) will serve as the subject matter expert “assisting in the statewide security solution for compliance per the updated SAM and SIMM sections,” the job posting says. “The incumbent will develop training materials and perform knowledge transfer to OIS (Office of Information Security) staff, departmental executives, managers, and Career Executive Assignment (CEA) staff.”

Desirable qualifications include:
  • One or more of the following professional security industry recognized certifications: Certified Business Continuity Professional (CBCP), Certified Information Systems Security Professional (CISSP), Certified Information Systems Manager (CISM), or Certified Information Systems Auditor (CISA).
  • Extensive knowledge of information security policies, standards, principles, practices and frameworks.
  • Extensive knowledge of the approval process for IT projects; data processing systems design.

The California Department of Motor Vehicles (DMV) is seeking a product architect (IT Specialist III) to “be a part of a dynamic team that serves in the Vehicle Registration Product Section,” playing an instrumental role “in interpreting and presenting products and product information to stakeholders who will use it to make strategic business decisions,” according to the job posting.

“The incumbent is responsible for architecture, design, application development, documentation, and managing backlogs and releases for IT projects and efforts impacting the section,” the posting says. “The incumbent possesses master-level practical technical knowledge base; is recognized as an industry expert in their area of specialization; exhibits a mastery level of team leadership qualities; and plays a major part in formulating technological strategy and policy.”

In addition, the architect performs IT product management, system and software engineering duties related to the product architecture, development, operation and maintenance of software systems including user research, user-centric design, development or configuration, testing, and implementation, the posting says.

Desirable qualifications include knowledge of:
  • Industry-standard and organizationally accepted analysis principles and methods.
  • New and emerging information technology.
  • Resource management principles and techniques.
  • Solution life-cycle management principles.
  • How information needs and collection requirements are translated, tracked and prioritized across the extended enterprise.

The California Department of Forestry and Fire Protection (CAL FIRE) is seeking a chief (IT Manager I) of budget planning and procurement to be responsible for the oversight of “the most complex acquisitions related to IT and telecommunications (telecom) projects” and, according to the job posting, “support the Project Management Office and Procurement Leads on meeting compliance administrative requirements, (e.g., IT procurement, regulation guidelines, budget, facility management, etc.) and overseeing that operations conform” to state standards.

Duties of the position include operations and budget planning, administrative tasks and vendor management. Applicants are asked to respond to the following:
