Chan is no stranger to government service, having held a number of roles throughout the state. Prior to joining the Lottery, she served as a special projects administrator and chief of the Technology Governance Division with the Employment Development Department (EDD); as agency chief information officer with the California Department of Food and Agriculture (CDFA); and as the chief of the California Department of Technology’s (CDT) Independent Project Oversight and Consulting Division, among other positions.
“For almost 4 years, I've been very blessed to work with some great people at the Lottery. In particular, I have to give a big shoutout to my ITSD team which has been like a second family to me. But, sometimes if you're really lucky, amazing opportunities will come along that you just can't pass up,” Chan wrote in an emoji-laden announcement on LinkedIn. “So, today, since I don't believe in goodbyes, I said ‘see you soon’ as I start a new, exciting journey tomorrow. Here’s to moving onwards and upwards while continuing [to] make a difference!”
In February 2023, Chan told Industry Insider — California that one of her key focuses at the Lottery was modernizing legacy technology. “When I took over (as CIO) at the Lottery, there was a lot of legacy technology, so we’re working on addressing that and ... modernizing, doing a lot more migrating to the cloud,” she said at the time.
Chan is also an accomplished equestrian and participates in competitions at the world, national and state levels, she told Insider in August 2021.
Chan has a bachelor’s degree in English with a minor in psychology from the University of California, Davis, as well as a Master of Business Administration from California State University, Sacramento.
