State Departments Recruiting for Executive, Specialty Roles

One entity is recruiting for a senior vice president of policy. Other open roles include assistant chief security officer and data architect.

State government entities are recruiting for several key IT positions, including executive roles and jobs requiring specific expertise.

The State Compensation Insurance Fund is seeking a senior vice president (Career Executive Assignment) for policy technology. The executive will report to the chief operating officer and will work with the chief risk officer to provide strategic oversight and direction for the policy technology portfolio.

The portfolio, according to the job posting, “makes up the backbone of the policy technology systems continuum,” which includes “customer portals, submission engines, quote management systems, policy administration systems and mission-critical services used daily by stakeholders working in underwriting, auditing, loss prevention, marketing and other areas.”

The senior VP “will streamline business and operational performance in the Policy Department (and) gain system efficiencies within policy technology systems,” the posting says, and will align partnered services within the organization’s IT systems to eliminate redundancies and improve performance and system functionality. In addition, the senior VP “will play a major role in the formulation, implementation, evaluation and innovation of future state policy technology portfolio strategies and will have broad authority for recommending and implementing divisionwide policies with significant impact on the policy technology portfolio.”

Requirements for the position include extensive leadership experience in property/casualty insurance; significant operational experience in IT; exceptional technology skills and a comprehensive understanding of the technology system development life cycle; and skills in researching, interpreting and presenting data in a concise manner.

“This is a statewide recruitment,” the posting says, “and this position may be filled in the following locations: Bakersfield, Eureka, Fresno, Monterey Park, Pleasanton, Redding, Riverside, Rohnert Park, Sacramento, San Diego, Santa Ana or Vacaville.”

The fund, a provider of workers’ compensation insurance, was established in 1914 by the state Legislature and is a not-for-profit entity that’s funded by premiums and investment income.

The Franchise Tax Board (FTB) is recruiting for an assistant chief security officer (IT Manager II) to establish the vision for the overall Cyber Security Program, which includes overseeing the development and implementation of policy, programs and processes to help FTB achieve its vision.

“The incumbent will establish and maintain relationships with management at all levels internal to FTB and external to FTB partners,” the job posting says, including vendors, other California state agencies, other states and private industry.

“As the manager of the Cyber Security Program, with the guidance of the bureau director, the incumbent will have full management responsibility and function independently by planning, directing, coordinating and organizing the more difficult, critical and sensitive assignments impacting the business processes, enterprise data and applications,” the job posting says.

The California Governor’s Office of Emergency Services is recruiting for a data architect (IT Specialist III) who can define and lead the implementation of Cal OES’ data architecture.

“This position provides leadership to the Data and Geospatial Services Unit and works with system and software engineers in delivering technical solutions and support to internal Cal OES partners,” the job posting says. “The incumbent will have experience in partner-facing roles and success in operating within enterprise-scale system environments.”

The job posting notes: “The IT Specialist III requires expert-level knowledge and hands-on experience in designing efficient and complex data designs for transaction processing, data analytics and data warehousing. The incumbent utilizes master-level expertise and skills in future technology trends, technical components, interfaces, protocols and architectures to advise management on formulating a data management strategy, policy and governance.”

The California Department of Social Services (CDSS) is recruiting for a cloud architect (IT Specialist III) to serve as “the cloud solutions architecture lead at the mastery level in the evaluation and selection of technology standards/governance processes to ensure cloud solutions” align with the department’s strategic goals.

The architect “makes recommendations on cloud policies, compliance, and on current and new cloud IT developments,” the job posting says. “At the mastery level, the (incumbent) maintains first-rate architectural, pioneering and presentation skills for creative facilitation, organization and reporting.”

In addition, the architect “collaborates and leads project support teams to facilitate and implement cloud IT initiatives and processes to achieve strategic goals and business objectives” for the department.

Desirable qualifications for the position include:
  • Extensive project experience architecting, documenting, migrating and deploying cloud-based solutions.
  • Hands-on technical subject matter expertise with the ability to propose, present and influence architectural design ideas to executives and technical management and work with developers, architects and technical management.
  • The ability to identify key trends and emerging technologies that can enhance or impact the solution architecture to maximize the value of CDSS cloud services.
  • Extensive knowledge and practical application experience working in advanced software-defined networks concepts, cloud computing and platform-as-a-service methodology.
