State Departments Seeking IT Managers, Specialists

The roles include zSystems Services manager, data manager, section chief and digital forensic investigator.

State departments are recruiting for a variety of key IT positions.

The California Department of Technology is recruiting for a zSystems Services manager (IT Manager II) to oversee about 90 technical staff members, including eight subordinate managers in CDT’s Office of Technology Services (OTech).

“The incumbent leads zSystems, ensuring secure and reliable mainframe infrastructure (zOS & zLinux) for state agencies, providing 24x7x365 services to meet critical needs and deliver best value to the state,” the job posting says. “Key responsibilities include building, supporting and maintaining hardware and software for a stable, secure, fault-tolerant, and scalable infrastructure. Specific duties involve executing change management processes, conducting audits, and managing expense and revenue collection.”

The State Controller’s Office (SCO) is seeking a Client Services and Data manager (IT Manager I) to oversee a technical staff creating and delivering architectural documentation, interagency agreements, reports, data analytics and payroll data from multiple legacy systems to a new cloud-hosted software solution.

The manager, according to the job posting and duty statement, will manage staff working on the California State Payroll System (CSPS), which will deliver a modern solution for human capital management (HCM) including core HR functionality (position control, personnel administration, benefits administration, and time management) and payroll with employee self-service and streamlined business processes using innovative technology solutions.

“The incumbent will perform a wide variety of activities such as system monitoring, environment analysis, data analysis and reporting, system design, problem resolution, and requirement agreement coordination,” the posting says. The manager “will combine complex analysis for technical needs with project management tasks, which includes personnel and payroll system design planning and implementation activities for a highly complex IT project.”

The monthly salary range is $8,849 to $11,857, and the application deadline is July 11.

The Financial Information System for California (FI$Cal) is seeking a section chief (IT Manager I) who is both a technical expert and a leader to provide guidance and technical direction to a team of IT professionals tasked with intricate assignments.

The primary responsibilities of the role, according to the job posting and duty statement, encompass planning, directing, managing and monitoring the workload and performance of staff and others, including consultants. The chief assumes a critical role in overseeing all activities within the FI$Cal Database Platform Services Section, with a focus on the design, installation, configuration, patching and upgrades, monitoring and optimization, backup, recovery, maintenance, and operations of all Oracle databases supporting FI$Cal applications.

“These applications include but are not limited to PeopleSoft, Hyperion, Oracle Business Intelligence, Oracle Identity and Access Management, Broadcom Automic Automation (UC4), Oracle Fusion Middleware Managed File Transfer, Oracle WebLogic, as well as any associated monitoring and development tools,” the posting says.

The position has a monthly salary range of $8,591 to $11,512, and the application deadline is July 4.

The California Department of Justice is seeking a digital forensic investigator (IT Specialist II) to serve “as a subject matter expert and skilled practitioner of advanced digital investigations and forensic examinations.”

“The incumbent serves as a member of a team of non-sworn Digital Forensic Investigators providing digital investigative and forensic services to attorneys and law enforcement officers,” the job posting says. “Focuses may include digital forensics, big data, cloud, Internet of Things, electronic information systems, and social media forensics. The position performs a variety of technical tasks in connection with the collection and analysis of the most complex electronic information processing systems in support of the Division of Medi-Cal Fraud and Elder Abuse Digital Forensic Investigations (DFI).”

The posting adds: “The DFI is primarily responsible for conducting advanced-level forensic examination, analysis, reconstruction of computing environments, and research specific to the collection and preservation of digital evidence in a forensically sound manner. The ITS II identifies, documents, collects, processes, presents, and preserves evidence in criminal and civil investigations, pre-litigation, and litigation matters. Examples of digital evidence and electronic media include, but are not limited to, computer hard drives, external/thumb drives, servers, cellular phones, network devices, information systems, and any other devices or media that store and/or process digital information. The ITS II acts as part of a team of law enforcement personnel.”

The California Public Employees’ Retirement System (CalPERS) is seeking a leader (IT Manager I) to oversee the Information Management unit of the Technology, Information, and Business Advancement (TIBA) section.

According to the job posting, “The Information Management unit provides IT services that include data masking of CalPERS data records and transactions, creating custom subsets of masked CalPERS data for testing and training purposes, data record validation, data quality issue analysis and correction, data modeling, and providing CalPERS business knowledge expertise to IT and business teams.”

Desirable qualifications, according to the job posting and duty statement, include:
  • Ability to connect the dots between work assignments, business needs, and CalPERS strategy.
  • Project management experience.
  • Ability to maintain organization in a high-volume service environment.
  • Knowledge of pension and health benefit services, processes, procedures, and data.
