Tracking the Spend: A Dive Into the Big Five

2025 was a big year for big departments with big IT budgets. Let’s break down what they spent on IT goods and services and telecom, and which vendors ended up with that money.

Not all state departments are created equal, especially if you’re looking at their budgets and spending habits. In this piece, we’ll look at the year’s five biggest fish, what they were buying and more.

This information is sourced through the State Contract & Procurement Registration System (SCPRS).

The biggest of the bunch is the California Department of Corrections and Rehabilitation (CDCR), which spent a whopping $148.2 million on IT goods and services and telecom between Jan. 1 and Dec. 31, 2025.

Breaking it down, the department spent $103.8 million on IT services, $38.3 million on IT goods and $6.1 million on telecom.

CDCR’s top five contracts for the last year include $33.9 million for Riley Consulting Services; $25.2 million for the Regents of the University of California, San Diego; $22.2 million to the Aeon Group; and $5.4 million to the Omniprophis Corporation.

In second place, the California Department of Social Services (CDSS) with $144.2 million in overall IT spending in 2025. Of that, $138.8 million went to IT services, while only $5.4 million was spent on IT goods.

The largest suppliers to CDSS include the Foundation for California Community Colleges for $84.7 million; the California Student Aid Commission for $53.2 million; Ablegov Inc. for $1.8 million; Brookey & Company for $954,622; and Advanced Tech Solutions for $803,794.

The California Department of Motor Vehicles (DMV) spent $138.4 million in 2025, according to SCPRS, with a more even split between IT goods and services than its counterparts. The department spent $80.8 million on IT services and $57.7 million on IT goods.

Its top five contracts in 2025 included $12.3 million for Outreach Solutions as a Service LLC; $17.1 million for the American Association of Motor Vehicle Administrators; $11.7 million for Infinite Solutions Inc.; $8.4 million for Solutions Simplified; and $5.9 million for Taborda Solutions Inc.

The California Department of Technology (CDT) came in fourth place for IT spending this year, with $129,043,956 spent on IT goods and services, according to SCPRS. Of that, $93.7 million was spent on IT goods, while $35.4 million was spent on IT services.

The top five big-ticket purchases for CDT included $11.6 million to SHI International Corp.; $11.5 million to Ca Inc.; $9.7 million to Galaxy Solutions Inc.; $7.5 million to Kovarus Inc.; and $6 million to Fusionstorm.

Last but not least, the Governor’s Office of Emergency Services (Cal OES) spent $92.9 million on IT goods, services and telecom in 2025. Of that larger bucket of spending, $60.7 million was used for IT goods, $24.1 million was used for telecom and only $8.1 million was used for IT services.

The largest contracts include $18.2 million to ConvergeOne Inc.; $17.5 million to U.S. Bancorp Government Leasing and Finance; $12.9 million to Motorola Solutions Inc.; $10.9 million to the Regents of the University of California, Berkeley; and $8.1 million to the California Institute of Technology.
