Former State CIO Tong to Join Ballard Partners, Run AI Practice

Amy Tong, whose three-decade career with the state involved leadership at several agencies, will now lead the government affairs firm's new practice dedicated to AI and emerging technology from its Sacramento office.

Amy Tong, who once served as California’s CIO, is taking on a partner role at international government affairs firm Ballard Partners.

Ballard, which has significant ties to the White House, announced Monday that Tong will lead the firm’s new Emerging Technology and AI Practice Group. She will operate out of Sacramento, alongside Ballard’s California team including Managing Partner Anthony Williams.

“Ballard Partners is widely recognized as one of the most effective, respected and forward-thinking government relations firms in the country, and I am deeply honored to join such a talented group of professionals,” Tong said in a statement. “Forming and leading the Emerging Technology and AI Practice Group presents a phenomenal opportunity to bridge the gap between cutting-edge innovation and strategic public policy, and I am excited to collaborate with my new partners to drive meaningful results for our clients.”

Tong will be involved in policy work, especially as California and the nation grapple with how to regulate AI.

Tong served in California state government for more than 30 years before stepping down in January. The next month, she was appointed to the Racial Equity Commission, which Tong confirmed to Industry Insider — California she will continue to serve on. Her roles with the state included:
  • Agency CIO for the California Health and Human Services Agency from 2013-2016
  • State CIO from 2016-2021
  • Director of the Office of Data and Innovation from 2022-2023
  • Secretary of the California Government Operations Agency from 2022-2025
  • Senior Counselor to the Governor from 2025-2026
Her many career highlights include working with Gov. Gavin Newsom on setting AI policy, pursuing government efficiency efforts, shaping up the California Cybersecurity Integration Center and more.
