ODI Unveils Third Governor's Innovation Fellows Cohort

The program, created through executive order a year ago, brings together staff from different agencies to work together to "solve complex government challenges." The latest cohort includes 15 fellows from 11 departments.

Meet the third cohort of the Governor's Innovation Fellows: 15 staffers from 11 departments, ranging from the Delta Stewardship Council to the Department of Corrections and Rehabilitation.

The Office of Data and Innovation announced the new cohort Monday. The cohort has already gone through a one-week training boot camp to learn how to define problems, deliver value quickly and measure success.

The six-month program will see the fellows devoting the majority of their time toward "(solving) complex government challenges" by:
  • Leading efficiency projects to improve service delivery
  • Developing case studies for ODI's Innovation Library to help agencies scale successful ideas
  • Supporting feedback loops to ensure government projects remain effective and transparent
The new fellows are:
  • Maggie Christman, program manager, Science Communication and Synthesis Unit, Delta Stewardship Council
  • Jeff Clemens, senior special agent, Office of Correctional Safety, California Department of Corrections and Rehabilitation (CDCR)
  • Belinda Hon, chief, Office of Project Management Oversight, California Department of Transportation (Caltrans), California State Transportation Agency (CalSTA)
  • Ken Ketsdever, Department of FI$Cal, California Government Operations Agency (GovOps)
  • Janette Liburd, statewide wellness programs manager, Office of Employee Wellness, CDCR
  • Gerald Martin, assistant comptroller, California Military Department (CMD)
  • Theresa Martinez, strategic management specialist, Caltrans, CalSTA
  • Jennifer Mercado, quality assurance manager, Information Management Division, Support Service Section, California Highway Patrol, CalSTA
  • Maj. Greg Montanio, knowledge management officer, Strategic Plans and Initiatives, CMD
  • Syed Naqvi, enterprise architect, Assurance & Governance, Office of Technology and Solutions Integration, California Health and Human Services Agency
  • Angela Pyara, budget and project manager specialist, Department of Motor Vehicles, CalSTA
