The Department of Health Care Services (DHCS) is seeking candidates for chief (IT Manager I) of the Business Automation Section, to lead a team of business architects and business analysts who provide consulting services to customers. The chief’s team also develops and manages business architecture and business analysis documentation, including business cases, process flows, architecture models, artifacts, policies, procedures and guidelines.

“The ideal candidate conveys ideas clearly verbally and in writing, including by creating visualizations that clarify concepts and options,” the job posting says. “The ideal candidate is a highly effective listener and facilitator and is comfortable and effective interfacing with all levels of professionals.”

DHCS is also seeking candidates for chief (IT Manager II) of the Enterprise, Strategy and Services Branch, part of the department’s IT Strategy Services Division.

The chief “will particularly focus on formulating and managing the IT Product Delivery backlog to ensure alignment with overarching organizational goals and objectives,” the job posting says. “The IT Product delivery backlog serves as the list of IT products and enterprise capabilities that shall be delivered by the collective IT teams across the organization to support DHCS strategic priorities.”

In addition, the chief will lead the setting and prioritizing of strategic investment decisions about IT Product Delivery and will oversee execution of the IT Product Delivery backlog to align with the organization’s strategy. “The ITM II will also own IT Governance and Decision Management,” the posting adds, and will “lead the decision-making and governance processes for IT to align operational activities with the organization’s strategy.”

The Department of Motor Vehicles is seeking a System Development and Support Group manager (IT Manager I) to plan, organize and direct the Technical Deliverable Review and Data Analytics group activities for the DMV’s Modernization Project.

“The incumbent develops and implements technical deliverable management and data analytics policies and procedures to support the modernization effort; organizes staff workload to accommodate changing priorities; provides mentoring and technical guidance to subordinate staff; and provides regular status reports to Information Systems Division management,” the job posting says. In addition, the manager “acts as the primary liaison between departmental end users, technical analysts, IT analysts, consultants and other governmental organizations in the Modernization Projects deliverables and requirements.”

The DMV is also seeking a portfolio manager (IT Manager I) to serve as an expert adviser “to provide project support services and oversight for the IT project and IT services planning, development and implementation efforts” for departments within the California State Transportation Agency (CalSTA), of which the DMV is a part. “The incumbent will represent and ensure alignment with the agency’s strategic initiatives, guiding principles, enterprise architecture guidelines, state policies and industry best practices,” the job posting says.

This position will be temporarily loaned to CalSTA for a minimum of two years, the job posting notes.

Responsibilities of the role include “developing and documenting key guidelines, information and associated toolkits that can be offered to projects in collaboration with representatives from other departments and disciplines,” the posting says. “The incumbent is also responsible for driving and/or contributing to the development of defined and documented internal processes for use by Enterprise IT Portfolio Services and other Transportation departments to evaluate projects, their progress and efficiency and the suitability of their project efforts and related artifacts,” the posting says.

The California Department of Transportation (Caltrans) is recruiting for a chief (IT Manager II) of the Enterprise Operation Services Branch (EOSB), which includes the Application Architecture, Legacy Systems and Bimodal Support, and the Mobile/Web Applications and Operational Support sections.

“The incumbent, as a partner and in collaboration with the Chief of the Enterprise Application Services Branch, oversees the most complex enterprise applications and architecture for the department and has full management responsibility for policies, standards, processes and procedures for the analysis, design, implementation, maintenance and operation of Caltrans’ IT major and critical systems,” the job posting says. “The incumbent has full management responsibility for organizing, planning, coordinating, directing and controlling all activities associated with the day-to-day operations of the EOSB. The incumbent will have two IT Manager I direct reports who manage 49 staff members.”

The California Department of Technology (CDT) is seeking an IT Manager I to oversee the Advisory Services Program’s special programs administration “and other activities designed to assist state agencies/departments with their information security programs.” According to the job posting, the manager is responsible for the administration of the vCISO (virtual chief information security officer) and ASP Infusion Team/program and will supervise the work of the vCISO contract and the staff assigned to the Infusion Team.

“The incumbent is responsible for the planning and execution of pre-audit and post-audit workshops,” the posting says, and for “planning and supporting security program strategies agency information security officers and information security officers within state entities.”

Additional responsibilities include developing and tracking risk-remediation plans; managing and overseeing security solutions for highly complex technical problems; implementing technical systems and procedures for addressing security gaps; developing and maintaining a portfolio of required policy templates, security artifacts and tools utilized by the statewide ISO community; developing and delivering security-related workshops; and outreach to the state Information Security Office.
